Rockies Express Pipeline –East Project (REX-East)
– Project duration 2006 to 2008
Central Illinois
SCI provided natural resource consulting services on an approximate 200-mile pipeline corridor across Illinois. Our services included conducting on-site wetland and waterbody delineations, along with associated documentation, navigation, and feature mapping. A Global Positioning System (GPS) was used to document potential habitat for threatened and endangered species. SCI reported to and coordinated with various regulatory agencies, including three U.S. Army Corps of Engineers districts and the Federal Energy Regulatory Commission (FERC). Our services were part of a multi-team delineation along over 1,600 miles of proposed pipeline that crosses eight states, including Colorado, Wyoming, Nebraska, Kansas, Missouri, Illinois, Indiana, and Ohio. REX became fully operational in November 2009.
SCI also coordinated daily field activities and property access issues with various right-of-way agents. GPS data accurate to less than 1 meter was manipulated in-house into a usable format and provided to our client. Multiple levels of quality control checks were instituted on this project. SCI completed an Environmental Survey Report for the project and also provided the completion of Jurisdictional Determination (JD) forms for all wetland and waterbody features that were identified within the project workspace. JD forms were completed for three U.S. Army Corps of Engineers districts within the state of Illinois – St. Louis, Rock Island, and Louisville.
Additionally, SCI provided cultural resource services for this project through the Phase Three mitigation of site 11D0201.
SCI follows a strict safety plan in an effort to minimize reportable incidents and coordinates with land agents regarding right-of-way access issues. SCI did not incur lost time due to illness or injury for the duration of the project.
