Lewis & Clark Confluence Tower
Village of Hartford, Illinois
Cultural Resource, Environmental, Natural Resource, Construction and Geotechnical Services

This project featured a new memorial tower to commemorate the 200th anniversary of the Lewis & Clark Expedition. The tower is 190 feet high and has three observation platforms overlooking the confluence of the Mississippi and Missouri Rivers. The tower's design symbolizes Lewis & Clark's expedition, and the tower's location marks the site where their journey began. This $5 million project was completed in 2005.

SCI services included a Phase I Cultural Resource Survey of approximately 3.5 acres of land that lies within the American Bottom floodplain. SCI also performed a site reconnaissance to determine the extent of wetlands or waters of the United States on the site. This report was submitted to the U.S. Army Corps of Engineers for review and concurrence with the findings, as well as to request a "no-permit required" letter. SCI also evaluated the potential for the site to contain threatened or endangered species, or their essential habitat. This report was submitted to the DCCA as well as the Illinois Department of Natural Resources and the U.S. Fish and Wildlife Service. Construction services included periodic visits to the site to perform compaction tests during fill placement in the area of the new entrance and for the backfill placed around the tower pad. A Phase I Environmental Site Assessment also was completed.
