Cottleville City Hall, Police Station, and Park
Cottleville, Missouri

SCI was retained by the City of Cottleville to provide wetland consulting services on the proposed Cottleville City Hall, Police Station, and Park, located along Highway N in Cottleville, Missouri. The overall project consists of the construction of those facilities with associated roadways and infrastructure. A Section 404 permit was issued by the U.S. Army Corps of Engineers (CE) and the Section 401 Water Quality Certification was issued by the Missouri Department of Natural Resources following negotiations and appropriate permit application submittal by SCI. The development impacted approximately 0.20 acres of forested wetlands, 0.85 acres of emergent wetlands, as well as 60 lineal feet of unnamed tributaries.

SCI performed a site reconnaissance to characterize the soils, vegetation, and hydrology for the delineation of wetlands and waterbodies. As part of the Section 404 Permit application process, SCI also developed a formal mitigation plan. To compensate for the proposed impacts, the City of Cottleville created multiple wetlands adjacent to an on-site wetland area. The city also proposed additional plantings along the existing riparian corridor of Dardenne Creek which borders the site to the north. The mitigation area, as well as non-impacted portions of existing on-site wetlands will be protected under a declaration of covenants and restrictions.

SCI also provided a Phase One Environmental Assessment, geotechnical services, and on-site observation of the mitigation area. Services will also include five year annual monitoring of the mitigation areas following final completion.
