The new addition that features 211 new rooms towers over the original eight-story building with 290 rooms. As detailed in the July-August 2004 issue of St. Louis Construction News & Review: "An accelerated construction schedule gave Harrah's the opportunity to open a month early. Originally planned for a September opening, the doors opened on August 1."

SCI's construction services were on an accelerated schedule and included:

• Compaction testing during the earthwork phase which included: testing of excavation and backfill
• Site fill and levee construction; pressure relief well installation; and installation of pre-cast concrete piling for the hotel and steel piling for the basin walls
• Asphaltic concrete pavement testing
• Observation of auger cast pile installation
• Concrete testing to include slump, air, temperature, and casting and testing compression test specimens
• Observation of post-tensioned concrete construction
• Observation and testing of structural steel welds and bolts
• Observation of fireproofing
